Executive Advisor for Workforce Partnerships, Research, and Strategy
Fran Valentine is an expert in workforce research, data analytics, and policy, with a proven record of leading strategic initiatives to align talent ecosystems with employer demand, connecting skilled individuals to quality jobs. She is currently the Executive Advisor for Workforce Partnerships, Research, and Strategy at mySilicon Compass, LLC, a consulting firm that helps clients enhance their technological competitiveness, expand market share, foster public-private partnerships, and grow jobs and investments in emerging sectors across the U.S.
In addition to her role at mySilicon Compass, Ms. Valentine is the President and CEO of Scherer Valentine Consulting, LLC, a firm dedicated to advising clients on economic development and workforce alignment, program and policy development, project management, research and analytics, partnership building, and workforce solutions.
She specializes in actionable, data-driven strategies that drive transformation and improve market competitiveness. Her work has fostered public-private partnerships to boost jobs and productivity in emerging growth sectors.
With over 12 years of experience in strategy, operations, and research administration, Ms. Valentine has held various leadership roles. Most recently, she served as the Chief Business Intelligence Officer for the Governor’s Workforce Cabinet (GWC) in Indiana, where she continues to serve in an advisory capacity. In this role, she led strategic workforce planning, helped design and develop Indiana’s online workforce hub, and created an occupational demand model to help inform over $200M in state and federal funding for education and training programs. She also contributed to policy development and large-scale economic development projects.
Before her tenure at GWC, Ms. Valentine was the Chief Strategy Officer and led the Research and Analysis division at the Indiana Department of Workforce Development. She has also held leadership positions at the Center for Aging Research at Regenstrief Institute and the Indiana Economic Development Corporation, where she spearheaded initiatives in business development, incentive awards, research and analysis, and data management.
Ms. Valentine holds a master’s in library and information science and completed executive leadership training at the Paul O’Neill School of Public and Environmental Affairs at Indiana University. She held an appointment with the US Department of Labor Workforce Information Advisory Council and served as the Bureau of Labor Statistics Labor Market Information State Director. She was certified as a Project Management Professional (PMP) through the Project Management Institute.
